When is staffing software not worth it?
Below roughly ten temps and with a single customer, a spreadsheet is cheaper, and it should be allowed to be. Staffing software pays for itself once the number of approvals, invoice lines and payroll entries is larger than one person can hold in their head - typically once you have several customers who each approve hours their own way.
